Aviso do Chefe do Executivo n.º 45/2013

O Governo do Estado do Catar e o Governo da República Popular da China concluíram, por troca de notas, o acordo relativo ao estabelecimento do Consulado Geral do Estado do Catar na Região Administrativa Especial de Hong Kong da República Popular da China. Neste sentido, o Chefe do Executivo manda publicar, nos termos do n.º 1 do artigo 6.º da Lei n.º 3/1999 da Região Administrativa Especial de Macau, por ordem do Governo Popular Central, a Nota do Governo do Estado do Catar, no seu texto autêntico em língua inglesa, e a Nota do Governo da República Popular da China, no seu texto autêntico em língua chinesa.

Em conformidade com o disposto no referido acordo, o Governo da República Popular da China concorda com o estabelecimento do Consulado Geral do Estado do Catar na Região Administrativa Especial de Hong Kong, cuja área de jurisdição consular abrange a Região Administrativa Especial de Hong Kong e a Região Administrativa Especial de Macau.

O acordo entrou em vigor em 10 de Julho de 2013.

Promulgado em 17 de Dezembro de 2013.

The Embassy of State of Qatar in China presents its compliments to the Ministry of Foreign Affairs of the People’s Republic of China and has the honor to confirm on behalf of the Government of the State of Qatar that the Government of the State of Qatar and the Government of the People’s Republic of China, in the common desire to further promote the friendly relations between the two countries, have reached through friendly consultations, the following agreement on the establishment of the Consulate General of the State of Qatar in the Hong Kong Special Administrative Region:

1- The Government of the People’s Republic of China agrees to the establishment of the Consulate General of the State of Qatar in the Hong Kong Special Administrative Region with its consular district covering the Hong Kong Special Administrative Region and the Macao Special Administrative Region.

2- The Government of the People’s Republic of China, in keeping with the Vienna Convention on Consular Relation of April 24, 1963, the relevant laws and regulations of the People’s Republic of China, and the principle of reciprocity, provides necessary assistance and facilitation for the establishment of the Consulate General of the State of Qatar in the Hong Kong Special Administrative Region and the exercise of its consular functions.

3- Any issue that may arise in the consular relations between the two countries shall be resolved through friendly consultations, in accordance with the principle of reciprocity, the international law and international practices, including the Vienna Convention on Consular Relations of April 24, 1963.

If the above-mentioned content is confirmed in a Note of reply by the Ministry of Foreign Affairs on behalf of the Government of the People’s Republic of China, the present Note and Note of reply from the Ministry of Foreign Affairs shall constitute an agreement between the Government of the State of Qatar and the Government of the People’s Republic of China, which shall enter into force on the date of the note of reply from the Ministry of Foreign Affairs.

The Embassy of the State of Qatar avails itself of this opportunity to renew to the Ministry of Foreign Affairs of the People’s Republic of China the assurances of its highest consideration.
