O Governo do Estado Independente de Samoa e o Governo da República Popular da China concluíram, por troca de notas, o acordo relativo ao exercício de funções consulares na Região Administrativa Especial de Macau pelo Consulado Geral do Estado Independente de Samoa na Região Administrativa Especial de Hong Kong. Neste sentido, o Chefe do Executivo manda publicar, nos termos do n.º 1 do artigo 6.º da Lei n.º 3/1999 da Região Administrativa Especial de Macau, por ordem do Governo Popular Central, a Nota do Governo do Estado Independente de Samoa no seu texto autêntico em língua inglesa e a Nota do Governo da República Popular da China no seu texto autêntico em língua chinesa, acompanhado da respectiva tradução para a língua inglesa.
Mais se torna público que o referido acordo entrou em vigor em 20 de Dezembro de 1999.

The Ministry of Foreign Affairs of the Independent State of Samoa presents its compliments to the Embassy of the People’s Republic of China and has the honour to confirm that the two sides have, through friendly consultations, reached the following agreement concerning the performance of consular functions in the Macao Special Administrative Region by the Consulate-General of the Independent State of Samoa in the Hong Kong Special Administrative Region.
1. The Government of the People’s Republic of China agrees that the Consulate-General of the Independent State of Samoa in the Hong Kong Special Administrative Region may perform consular functions in the Macao Special Administrative Region as from 20 December 1999 when the Government of the People’s Republic of China resumes the exercise of sovereignty over Macao.
2. The two sides shall, in a spirit of consultation and cooperation, handle consular matters between them in a friendly manner and in accordance with international law and practice.
If the above points could be confirmed by the Embassy of the People’s Republic of China on behalf of the Government of the People’s Republic of China in a note of reply, this note and the note of reply from the Embassy of the People’s Republic of China shall constitute agreement between the two governments and shall enter into force as from 20 December 1999.
The Ministry of Foreign Affairs of the Independent State of Samoa avails itself of this opportunity to renew to the Embassy of the People’s Republic of China the assurances of its highest consideration.
The Embassy of the People’s Republic of China in the Independent State of Samoa presents its compliments to the Ministry of Foreign Affairs of the Independent State of Samoa, and has the honor to acknowledge the receipt of the latter’s Note No. 99/195 dated December 9, 1999, which reads as follows:
“The Ministry of Foreign Affairs of the Independent State of Samoa presents its compliments to the Embassy of the People’s Republic of China and has the honor to confirm that the two sides have, through friendly consultations, reached the following agreement concerning the performance of consular functions in the Macao Special Administrative Region by the Consulate-General of the Independent State of Samoa in the Hong Kong Special Administrative Region:
