O Governo da República Federal Democrática da Etiópia e o Governo da República Popular da China concluíram, por troca de notas, o acordo relativo à nomeação de um Cônsul honorário da República Federal Democrática da Etiópia na Região Administrativa Especial de Hong Kong da República Popular da China. Neste sentido, o Chefe do Executivo manda publicar, nos termos do n.º 1 do artigo 6.º da Lei n.º 3/1999 da Região Administrativa Especial de Macau, por ordem do Governo Popular Central, a Nota do Governo da República Federal Democrática da Etiópia no seu texto autêntico em língua inglesa e a Nota do Governo da República Popular da China no seu texto autêntico em língua chinesa.
Em conformidade com o disposto no referido acordo, a Região Administrativa Especial de Hong Kong e a Região Administrativa Especial de Macau são áreas de jurisdição consular do Cônsul honorário da República Federal Democrática da Etiópia na Região Administrativa Especial de Hong Kong da República Popular da China.
Mais se torna público que o referido acordo entrou em vigor em 18 de Junho de 2002.

The Embassy of the Federal Democratic Republic of Ethiopia presents its compliments to the Ministry of Foreign Affairs of the People’s Republic of China and has the honour, on behalf of the Government of the Federal Democratic Republic of Ethiopia, to confirm that with the common aspirations to further develop the friendly relations between the two countries, the two sides have, through friendly consultations, reached the following agreement on the appointment of an honorary consul by the Federal Democratic Republic of Ethiopia in Hong Kong:
1. The Government of the People’s Republic of China agrees to the appointment of an honorary consul by the Government of the Federal Democratic Republic of Ethiopia in Hong Kong, with the Hong Kong Special Administrative Region and Macao Special Administrative Region as its consular district.
2. The honorary consul of the Federal Democratic Republic of Ethiopia in Hong Kong shall exercise the consular functions in accordance with the Vienna Convention on Consular Relations of 24 April, 1963 and the relevant laws and regulations of the People’s Republic of China.
3. The Government of the People’s Republic of China, in accordance with the Vienna Convention on Consular Relations and relevant laws and regulations of the People’s Republic of China, shall accord the necessary assistance and facilities to the honorary consul of the Federal Democratic Republic of Ethiopia in Hong Kong in the exercise of the consular functions.
4. The honorary consul of the Federal Democratic Republic of Ethiopia in Hong Kong must be a permanent resident of Hong Kong.
5. The Federal Democratic Republic of Ethiopia shall not maintain the honorary consular post upon its establishment of a career consular institution in Hong Kong.
6. The two sides shall properly handle consular matters between them in the spirit of friendly consultation, and in accordance with the Vienna Convention on Consular Relations and international practice.
If the above points are confirmed by the Ministry of Foreign Affairs on behalf of the Government of the People’s Republic of China in a note in reply, the present note and the note in reply constitute an agreement between the governments of the two countries, which shall take effect upon the date of the note in reply.
The Embassy of the Federal Democratic Republic of Ethiopia in Beijing avails itself of this opportunity to renew to the Ministry of Foreign Affairs of the People’s Republic of China the assurances of its highest consideration.
