Considerando que o Governo Popular Central ordenou a aplicação na Região Administrativa Especial de Macau das Resoluções do Conselho de Segurança das Nações Unidas n.º 1132 (1997), de 8 de Outubro, n.º 1171 (1998), de 5 de Junho, n.º 1306 (2000), de 5 de Junho e n.º 1446 (2002), de 4 de Dezembro relativas à situação na Serra Leoa, publicadas as duas primeiras no Boletim Oficial da RAEM, II Série, n.º 29, de 19 de Julho de 2000 e as restantes, respectivamente, nos Boletins Oficiais da RAEM, II Série, n.º 7, de 14 de Fevereiro de 2001 e n.º 10, de 5 de Março de 2003.
Mais considerando que o Presidente do Conselho de Segurança das Nações Unidas anunciou não ter aquele Conselho renovado as medidas relativas à importação de diamantes em bruto sem certificado de origem válido provenientes da Serra Leoa, impostas pela Resolução n.º 1306 (2000) e prorrogadas pela Resolução n.º 1446 (2002) (documento SC/7778).
Considerando ainda que o Comité do Conselho de Segurança das Nações Unidas estabelecido pela Resolução n.º 1132 (1997) procedeu, em 30 de Maio de 2003, a nova actualização da lista das pessoas afectadas pelas medidas previstas no parágrafo 5.º da Resolução n.º 1171 (1998) adoptada em 8 de Janeiro de 1998 (documento SC/6464) e actualizada em 1 de Fevereiro de 2001 (documento SC/7005).
O Chefe do Executivo manda, nos termos do n.º 1 do artigo 6.º da Lei n.º 3/1999 da Região Administrativa Especial de Macau:
- tornar público que a proibição de importação de diamantes em bruto provenientes da Serra Leoa cessou em 4 de Junho de 2003, pelo que deixou de se aplicar em 5 de Junho de 2003; e
- publicar a actualização de 30 de Maio de 2003 da lista das pessoas afectadas pelas medidas previstas no parágrafo 5.º da Resolução n.º 1171 (1998) (documento SC/7782), na sua versão original em língua inglesa, com a respectiva tradução para as línguas chinesa e portuguesa.
