Aviso do Chefe do Executivo n.º 6/2011

O Chefe do Executivo manda publicar, nos termos do n.º 1 do artigo 6.º da Lei n.º 3/1999 da Região Administrativa Especial de Macau, o Acordo entre o Governo da Região Administrativa Especial de Macau da República Popular da China e o Comité dos Tufões sobre os Procedimentos Administrativos, Financeiros e Conexos relativos ao Secretariado do Comité dos Tufões, feito em 17 de Janeiro de 2011, nas suas versões autênticas em línguas chinesa e inglesa, acompanhadas da respectiva tradução para a língua portuguesa.

AGREEMENT BETWEEN THE GOVERNMENT OF THE MACAO SPECIAL ADMINISTRATIVE REGION OF THE PEOPLE’S REPUBLIC OF CHINA AND THE ESCAP/WMO TYPHOON COMMITTEE REGARDING ADMINISTRATIVE, FINANCIAL AND RELATED ARRANGEMENTS FOR THE TYPHOON COMMITTEE SECRETARIAT

WHEREAS in view of the decision of the ESCAP/WMO Typhoon Committee (herein after “the Committee”) to accept the generous offer of the Government of Macao Special Administrative Region of China (hereinafter “the Government”) to host the Typhoon Committee Secretariat (hereinafter “TCS”) in the Macao Special Administrative Region (hereinafter “MSAR”);

WHEREAS the Government has offered to provide office premises for the Secretariat (hereinafter “Premises”), and to make a voluntary contribution in cash to be used by the Secretariat in meeting the cost of the operation and maintenance of the Premises (hereinafter “the Contribution”), and the Committee has accepted the Government offer;

WHEREAS on 7 December 2006, the Committee and the Government of the People’s Republic of China concluded an Agreement concerning the TCS (hereinafter “Host Country Agreement”);

WHEREAS the Committee and the Government (hereinafter “the Parties”) wish to establish the necessary conditions to dignify the functions of the TCS in MSAR, as executive body of an intergovernmental organization created under the auspices of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the regional development arm of the United Nations for the Asia-Pacific region, and the World Meteorological Organization (WMO), specialized agency of the United Nations, and

WHEREAS the first Agreement between the Parties regarding the Administrative, Financial and Related Arrangements for the Typhoon Committee Secretariat which was signed on February 13, 2007 needed to be reviewed at the end of four-year period from the date of signature by both parties.

NOW THEREFORE, the Committee and the Government hereby agree as follows:

Article 1

1- The Government shall continue to provide premise and parking space necessary for the work of the Secretariat, free of rent, taxes, encumbrances and other charges, for as long as the Secretariat shall remain established in MSAR or until such time as the Host Country Agreement is terminated under Article XV thereof.

2- The Secretariat shall continue to be located at Avenida de Cinco de Outubro at Coloane Island, Macao.

Article 2

1- The Government shall notify the Typhoon Committee in advance should it become necessary for duly authorized representatives of the Government to inspect, repair, maintain, or reconstruct the Premises or a portion thereof. The Typhoon Committee shall make suitable arrangements to enable such authorized representatives to enter the Premises, under conditions which shall not unreasonably disturb the carrying out of the functions of the Secretariat.

2- The Government shall make every effort to ensure that activities in the vicinity of the Premises shall not adversely affect their use by the Typhoon Committee Secretariat.

Article 3

1- The Government shall be responsible for, and shall cover the costs and expenses of, major modifications and repairs to the Premises, including structural repairs and replacements to the building, installations, fixtures and equipment. Without derogation from the obligation of the Government for major modifications and repairs, the Typhoon Committee shall be responsible for the regular maintenance and minor repairs of the interior of the Premises, the cost of which shall be charged to the Contribution.

2- Notwithstanding anything to the contrary provided herein, the Typhoon Committee shall have no financial responsibility and shall not be obliged to make any repairs or replacements made necessary as a result of damage to the Premises caused by civil disturbance, riot, vandalism, aircraft and other aerial devices, war, floods, earthquakes or force majeure. In case of fire, the financial responsibility of the Typhoon Committee shall be limited to its obligations under Article 4 of this Agreement.

Article 4

1- The Typhoon Committee shall ensure that the Premises are insured for a reasonable amount, consistent with general practice in MSAR, against damage. The insurance policy shall name the Government as additional insured. The Typhoon Committee’ obligation to the Government in case of such damage is limited to taking out and maintaining insurance as provided in this paragraph. The Typhoon Committee shall not be responsible for restoration or reconstruction of the Premises in case of any damage or destruction of the Premises resulting from such risks or causes.

2- The Typhoon Committee shall be responsible for insuring or self-insuring its own property, fixtures and fittings, and that of its officials, employees, agents, servants, invitees or sub-contractors in the Premises, and may secure and maintain public liability insurance for personal injury or death, and loss of or damage to property, occurring on the Premises, which is attributable to the occupation and use of the Premises by the Typhoon Committee.

Article 5

1- Should the Premises or any part thereof be damage by fire or any other cause, the Government shall, in case of partial damage of the Premises, restore such damage Premises. In the event that, in the sole discretion of the Typhoon Committee, the Premises are totally destroyed or otherwise rendered unfit for further occupancy or use, the Government shall provide the Typhoon Committee, without undue delay, with other suitable and comparable premises acceptable to the Typhoon Committee, under terms and conditions similar to those under which the Premises are provided under this Agreement, and shall cover all costs directly and indirectly related to the move of the Secretariat to such new premises.

2- Except as provided in paragraph 1 of this Article, should the Premises no longer be available, or in case of any foreclosure, condemnation or other lawful taking, or if the Government offers new Premises, the Government shall provide the Typhoon Committee, without undue delay, with such other suitable and comparable premises acceptable to the Typhoon Committee, under terms and conditions similar to those under which the Premises are provided hereunder, and shall cover all costs directly and indirectly related to the move of the Secretariat to such new premises. The Secretariat shall remain in the Premises until such time that the new premises are available for occupancy.

3- The Government warrants that the work programmes and activities of the Secretariat shall not be adversely affected by a move required by the events specified in paragraphs 1 and 2 of this article.

Article 6

In the event that the Secretariat vacates the Premises, the Typhoon Committee shall surrender to the Government the Premises in as good a condition as when taken, reasonable wear and tear, damage by the elements and events of force majeure excepted, it being understood that the Typhoon Committee shall not be required to restore the Premises to the shape and state existent prior to any alterations or changes that may have been executed by the Typhoon Committee or the Government in accordance with this Agreement.

Article 7

1- The Government shall take all necessary measures impose no impediment to ensure that the entry into and exit transit to or from Macao the working site of the following persons traveling for the purpose of official business of the Typhoon Committee are facilitated without undue delay:

(a) Representatives of Governments of the Typhoon Committee Members, UNESCAP and WMO participating in the work of the Typhoon Committee;

(b) Officials of the Typhoon Committee, their families and other members of their households;

(c) Persons, other than officials of Typhoon Committee, performing missions for the Typhoon Committee, in relation with the Typhoon Committee, and their families;

(d) Representatives of the media or other information agencies, who have been accredited by the Typhoon Committee after consultation with the Government;

2- Visas which may be necessary for persons referred to in this Article shall be granted as speedily as possible and without charge.

Article 8

The Government shall provide, to Officials of the Typhoon Committee from abroad, residential accommodation with furniture on payment and medical benefits laid down in the general practice of the Government.

Article 9

1- The Government shall, place at the disposal of Typhoon Committee Secretariat, yearly, its Contribution, as a Endowment Fund, not exceeding the sum of US$ 300 thousand (US Dollars three hundred thousand only). This contribution shall serve as a strictly reserved contribution, to help cover partly the cost of staff and the daily operations, as indicated in the Annex to this agreement, of the Secretariat.

2- The Government shall pay to the professional staff, as meteorologist, hydrologist and expert in disaster risk reduction. The recruitment shall be made by TCS among the TC Members, with salary level as a senior technician, of the Macao SAR government, according to the concerned laws and regulations of the Macao SAR.

3- The Government shall deposit the funds yearly and at the beginning of a civil year.

4- The Contributions shall be paid to and held in a special account in a bank in MSAR.

5- The Government shall deposit the funds in bank account as per the following details:

6- Any interest accrued will be credited to the Contribution and used in accordance with this Agreement.

Article 10

The Typhoon Committee Secretariat will be responsible for the management of this fund and accountable to the Government and Typhoon Committee.

Article 11

All financial accounts and statements related to the Endowment fund shall be express in United States Dollars.

Article 12

1- The Endowment Fund shall be used with the following costs related to the Secretariat that are listed in the Annex hereof, and such others costs as may be agreed in writing by the Parties. On an annual basis, in consideration of the available resources, the Parties will revise the Annex to this Agreement.

2- The Typhoon Committee shall be responsible for meeting, from sources other than the Endowment fund, the costs of the operation of the Secretariat that do not fall under paragraph 1 of this Article.

3- The Government shall be consulted in advance before any part of the Contribution is expended on items not listed in the Annex to this Agreement.

4- On termination of this agreement under Article 17 or on expiration of the Agreement, the remaining part of the Contribution will continue to be held by Typhoon Committee until all expenditures incurred by Typhoon Committee have been satisfied from such funds. Thereafter, any remaining balance of the Contribution and the accrued interest, if any, shall be returned to the Government, along with the final financial statement referred to in Article 14.

Article 13

1- Ownership of equipment, supplies and other property financed from this Endowment fund shall vest in the Typhoon Committee.

2- Any movable and immovable property and facilities whatsoever which are provided by the Government for the sole purpose of use by the Secretariat shall remain the property of the Government.

Article 14

1- The Endowment fund shall be subject exclusively to the internal and external auditing procedures laid down in the general practice of the Government.

2- The Typhoon Committee shall provide the Government with the following statements and reports on the use of the Contribution, prepared in accordance with the Government general practice on accounting and reporting procedures:

(a) An annual financial statement showing income, expenditures, assets and liabilities as of 31 December each year;

(b) A final report and a final statement within six months after the date of expiration or termination of this Agreement.

Article 15

1- This Agreement may be amended by mutual consent at any time at the request of either Party. Any such amendment shall be in writing and signed by both Parties.

2- The Government reserves the right to suspend payments or claim repayment in full or in part, including the interest accrued to the Contribution, if the funds are found to be misused or not satisfactory accounted for by the Government internal or external auditors. In that connection, reimbursement will be made by Typhoon Committee to the Government in accordance with the audit recommendation as well as the Government general practice.

Article 16

The Typhoon Committee and the Government should seek to settle any differences in the interpretation or application of this Agreement amicably and by consensus. Any dispute between the Typhoon Committee and the Government concerning the interpretation or application of this Agreement shall be settled in accordance with Article XIV of the Host Country Agreement.

Article 17

1- This Agreement shall enter into force on the date of its signature by both Parties.

2- This Agreement shall be reviewed at the end of the four-year period from the date of its signature by both Parties with the possibility of further extension. Notwithstanding the foregoing, this Agreement shall terminate if the Host Country Agreement is terminated pursuant to Article XV thereof.

IN WITNESS WHEREOF, the undersigned, being duly authorized thereto, have signed the present Agreement in the English and Chinese languages in two original copies.

Acordo entre o Governo da Região Administrativa Especial de Macau da República Popular da China e o Comité dos Tufões sobre os Procedimentos Administrativos, Financeiros e Conexos relativos ao Secretariado do Comité dos Tufões

CONSIDERANDO a decisão do Comité dos Tufões da ESCAP/WMO (daqui em diante designada por Comité) de aceitar a generosa oferta do Governo da Região Administrativa Especial de Macau (daqui em diante designado por «o Governo») para sediar o Secretariado do Comité dos Tufões (daqui em diante designada por «o Secretariado») na Região Administrativa Especial de Macau (daqui em diante designada por «RAEM»);

CONSIDERANDO que o Governo se ofereceu para providenciar instalações para o Secretariado (daqui em diante designadas por «Instalações») e efectuar uma contribuição voluntária em dinheiro para ser utilizada pelo Secretariado para fazer face aos custos decorrentes do funcionamento e manutenção das Instalações (daqui em diante designada por «a Contribuição»), e que o Comité dos Tufões aceitou a oferta do Governo;

CONSIDERANDO que, em 7 de Dezembro de 2006, o Comité dos Tufões e o Governo da República Popular da China concluíram um Acordo relativo ao Estado Receptor do Secretariado do Comité dos Tufões (daqui em diante designado por «Acordo do Estado Receptor»);

CONSIDERANDO que o Comité dos Tufões e o Governo (daqui em diante designados por «as Partes») desejam estabelecer as necessárias condições para dignificar as funções do Secretariado na RAEM, como órgão executivo de uma organização inter-governamental criada sob os auspícios da Comissão Económica e Social para Ásia e Pacífico das Nações Unidas (CESAP), braço de desenvolvimento regional das Nações Unidas para a região Ásia-Pacífico, e a Organização Meteorológica Mundial (OMM), uma agência especializada das Nações Unidas, e

CONSIDERANDO que o primeiro Acordo entre as Partes sobre os Procedimentos Administrativos, Financeiros e Conexos relativos ao Secretariado do Comité dos Tufões assinado em 13 de Fevereiro de 2007 necessita ser revisto ao fim do período de quatro anos a partir da data de assinatura por ambas as Partes.

NESTES TERMOS, o Comité dos Tufões e o Governo acordam no seguinte:

Artigo 1.º

1. O Governo continua a providenciar as instalações e o espaço de estacionamento necessários para o trabalho do Secretariado, livres de renda, impostos, ónus e outros encargos, pelo período em que o Secretariado se mantiver estabelecido na RAEM ou até à cessação de vigência do Acordo do Estado Receptor nos termos do artigo XV deste.

2. O Secretariado continua a ter a sua sede na Avenida de Cinco de Outubro, na Ilha de Coloane, em Macau.

Artigo 2.º

1. O Governo deve notificar previamente o Comité dos Tufões, caso seja necessário que representantes do Governo, devidamente autorizados, procedam à inspecção, reparação, manutenção ou reconstrução das Instalações ou de parte delas. O Comité dos Tufões deve adoptar os procedimentos adequados para permitir a entrada de tais representantes autorizados nas Instalações em condições que não prejudiquem de forma irrazoável o desempenho das funções do Secretariado.

2. O Governo deve efectuar todos os esforços para assegurar que actividades na proximidade das Instalações não prejudiquem a utilização das mesmas pelo Secretariado do Comité dos Tufões.

Artigo 3.º

1. O Governo é responsável pelas principais alterações e reparações nas Instalações e deve suportar os respectivos custos e despesas, incluindo as reparações estruturais e substituições no edifício, nos estabelecimentos, nos anexos destas e no equipamento. Sem prejuízo da responsabilidade do Governo pelas principais alterações e reparações, o Comité dos Tufões é responsável pela normal manutenção e por pequenas reparações no interior das Instalações, cujos custos são liquidados através da Contribuição.

2. Salvo disposição em contrário no presente Acordo, o Comité dos Tufões não tem responsabilidade financeira e não se encontra obrigado a fazer quaisquer reparações ou substituições que se tornem necessárias por virtude de danos nas Instalações provocados por desordem pública, motim, vandalismo, aeronaves ou outros dispositivos aéreos, guerra, cheias, sismos ou casos de força maior. Em caso de incêndio, a responsabilidade financeira do Comité dos Tufões limita-se às suas obrigações nos termos do artigo 4.º do presente Acordo.

Artigo 4.º

1. O Comité dos Tufões deve assegurar que as Instalações estejam cobertas por um seguro contra danos, por um montante razoável, em conformidade com a prática comum na RAEM contra danos. A apólice do seguro deve designar o Governo como beneficiário adicional. Em caso de ocorrência de danos, a obrigação do Comité dos Tufões perante o Governo será apenas a de accionar e manter o seguro como estipulado no presente número. O Comité dos Tufões não é responsável pela reparação ou reconstrução das Instalações em caso de dano ou destruição das mesmas resultantes de tais riscos ou causas.

2. O Comité dos Tufões é responsável por segurar ou auto-segurar o seu próprio património, anexos e apêndices das instalações, bem como os dos seus funcionários, empregados, agentes, auxiliares, convidados ou subcontratantes nas Instalações e pode efectuar e manter um seguro público de responsabilidade civil por lesões corporais ou morte e por perdas ou danos, ocorridos nas Instalações que sejam decorrentes da ocupação e utilização destas pelo Comité dos Tufões.

Artigo 5.º

1. Em caso de dano das Instalações ou de qualquer parte das mesmas, por virtude de incêndio ou por qualquer outro motivo, tratando-se de dano parcial, deve o Governo reparar tais Instalações danificadas. Na eventualidade, discricionariamente a aferir pelo Comité dos Tufões, de destruição total das Instalações ou de estas ficarem por qualquer meio inaptas para continuar a ocupação ou utilização, deve o Governo fornecer ao Comité dos Tufões, sem atraso injustificado, outras instalações semelhantes, adequadas e consideradas aceitáveis pelo Comité dos Tufões, nos termos e condições análogos aos que se encontram previstos no presente Acordo e deve suportar todos os custos directa e indirectamente relacionados com a mudança do Secretariado para tais novas instalações.

2. Com excepção do disposto no número anterior, se as Instalações deixarem de estar disponíveis, ou no caso de privação do direito de remir uma hipoteca ou de execução de uma hipoteca, ou em caso de condenação ou por qualquer outra forma de apropriação legítima, ou no caso de o Governo disponibilizar novas Instalações, deve o Governo fornecer ao Comité dos Tufões, sem atraso injustificado, outras instalações semelhantes, adequadas e consideradas aceitáveis pelo Comité dos Tufões, nos termos e em condições análogos aos previstos para o fornecimento de Instalações no presente Acordo e deve suportar todos os custos directa e indirectamente relacionados com a mudança do Secretariado para tais novas instalações. O Secretariado deve permanecer nas Instalações até ao momento em que as novas instalações estejam disponíveis para serem ocupadas.

3. O Governo deve garantir que os programas de trabalho e as actividades do Secretariado não sejam prejudicados por uma mudança necessária por virtude das situações previstas n.os 1 e 2 do presente artigo.

Artigo 6.º

Na eventualidade de o Secretariado desocupar as Instalações, o Comité dos Tufões deve devolver as Instalações ao Governo em tão boas condições como aquelas em que lhe foram entregues, salvo o normal desgaste da utilização corrente e razoável e danos provocados por razões e factos de força maior, entendendo-se que ao Comité dos Tufões não será exigível reparar as Instalações na forma e no estado anteriores a quaisquer alterações ou modificações que possam ter sido efectuadas pelo Comité dos Tufões ou pelo Governo em conformidade com o presente Acordo.

Artigo 7.º

1. O Governo deve adoptar todas as medidas necessárias para assegurar que não haja obstáculos ao trânsito de entrada e saída para e do local de trabalho em Macau, a fim de assegurar que seja facilitado o acesso sem atrasos injustificados das seguintes pessoas que se desloquem em serviço oficial do Comité dos Tufões:

a) Representantes dos Governos Membros do Comité dos Tufões, da CESAP e da OMM que participem no trabalho do Comité dos Tufões;

b) Funcionários do Comité dos Tufões, suas famílias e outros membros dos seus agregados familiares;

c) Outras pessoas, para além dos funcionários do Comité dos Tufões, que desempenhem missões para o Comité dos Tufões ou relacionadas com o Comité dos Tufões e suas famílias;

d) Representantes dos meios de comunicação social ou de outras agências de informação, que tenham sido acreditados pelo Comité dos Tufões após consultas com o Governo.

2. Os vistos que possam ser necessários para as pessoas referidas no presente artigo são concedidos o mais rapidamente possível e sem custos.

Artigo 8.º

O Governo faculta aos funcionários do Comité dos Tufões provenientes do estrangeiro alojamento com mobiliário pago e cuidados de saúde de acordo com a prática geral do Governo.

Artigo 9.º

1. O Governo coloca anualmente à disposição do Secretariado do Comité dos Tufões, a sua Contribuição através de um Fundo de Funcionamento, não excedendo o montante de US$300 000.00 (trezentos mil dólares dos Estados Unidos da América). Tal contribuição, enquanto contribuição estritamente reservada, destina-se a ajudar a suportar parcialmente as despesas de pessoal e de funcionamento diário do Secretariado, tal como indicado no Anexo ao presente Acordo.

2. O Governo irá pagar à equipa profissional, constituída por um meteorologista, um hidrologista e um especialista em redução de riscos de desastres. O recrutamento será conduzido pelo TCS de entre os Membros de TC, com o nível de salário de técnico superior do Governo da Região Administrativa Especial de Macau de acordo as leis e regulamentos em vigor na RAEM.

3. O Governo deposita os fundos anualmente e no início de cada ano civil.

4. As Contribuições devem ser depositadas e mantidas numa conta especial em instituição bancária da RAEM.

5. O Governo deve depositar os fundos numa conta bancária, de acordo com os seguintes detalhes:

6. Quaisquer juros acumulados são creditados à Contribuição e utilizados em conformidade com o presente Acordo.

Artigo 10.º

O Secretariado do Comité dos Tufões é responsável pela gestão deste fundo e presta contas ao Governo e ao Comité dos Tufões.

Artigo 11.º

Todas as contas e extractos financeiros relativos ao Fundo de Funcionamento devem ser expressos em dólares dos Estados Unidos da América.

Artigo 12.º

1. O Fundo de Funcionamento deve ser utilizado para suportar as seguintes despesas relativas ao Secretariado, que se encontram relacionadas no Anexo ao presente Acordo, bem como outras despesas que venham a ser acordadas por escrito entre as Partes. O Anexo ao presente Acordo será revisto anualmente pelas Partes, em função dos recursos disponíveis.

2. O Comité de Tufões é responsável, através de outras fontes que não o Fundo de Funcionamento, por fazer face aos encargos operacionais do Secretariado não abrangidos pelo n.º 1 do presente artigo.

3. O Governo deve ser consultado previamente antes de qualquer parte da Contribuição ser dispendida em artigos não relacionados no Anexo ao presente Acordo.

4. No momento da cessação de vigência do presente Acordo, nos termos do artigo 17.º, ou na data da sua caducidade, a parte remanescente da Contribuição continuará a ser detida pelo Comité dos Tufões até que todas as despesas incorridas por este tenham sido satisfeitas a partir desses fundos. Posteriormente, qualquer saldo remanescente da Contribuição bem como os juros acumulados, caso existam, deverão ser devolvidos ao Governo conjuntamente com o extracto final de contas referido no artigo 14.º

Artigo 13.º

1. A propriedade do equipamento, dos fornecimentos e de outros bens financiados pelo Fundo de Funcionamento revertem para o Comité dos Tufões.

2. Todos os bens móveis e imóveis e quaisquer outras instalações que tenham sido fornecidos pelo Governo para fins de utilização específica pelo Secretariado continuam a ser propriedade do Governo.

Artigo 14.º

1. O Fundo de Funcionamento está sujeito exclusivamente aos procedimentos de auditorias interna e externa definidos pela prática geral do Governo.

2. O Comité dos Tufões deve prestar ao Governo as seguintes declarações e relatórios sobre a utilização da Contribuição elaborados em conformidade com a prática geral do Governo sobre procedimentos relativos a relatórios e contas:

a) Um extracto financeiro anual que demonstre o rendimento, as despesas, o activo e o passivo, à data de 31 de Dezembro de cada ano;

b) Um relatório final e uma conta final nos seis meses seguintes à data da caducidade ou da cessação de vigência do presente Acordo.

Artigo 15.º

1. O presente Acordo pode ser emendado por mútuo consentimento em qualquer momento, mediante pedido de qualquer das Partes. Qualquer emenda deve ser feita por escrito e assinada por ambas as Partes.

2. O Governo reserva-se o direito de suspender os pagamentos ou de reclamar reembolsos no todo ou em parte, incluindo o reembolso dos juros acumulados que tenham acrescido à Contribuição, no caso de fundos indevidamente empregues ou se a prestação de contas não for considerada satisfatória pelos auditores internos ou externos do Governo. Neste caso, o reembolso é efectuado pelo Comité dos Tufões ao Governo de acordo com as recomendações da auditoria bem como com a prática geral do Governo.

Artigo 16.º

O Comité dos Tufões e o Governo devem procurar resolver quaisquer divergências quanto à interpretação ou aplicação do presente Acordo amigavelmente e por consenso. Qualquer diferendo entre o Comité dos Tufões e o Governo quanto à interpretação ou à aplicação do presente Acordo deve ser resolvido em conformidade com o disposto no artigo XIV do Acordo do Estado Receptor.

Artigo 17.º

1. O presente Acordo entra em vigor na data da sua assinatura por ambas as Partes.

2. O presente Acordo será revisto quatro anos após a data da sua assinatura por ambas as Partes, podendo vir a ser prorrogado. Não obstante, o presente Acordo deixa de vigorar em caso de cessação de vigência do Acordo do Estado Receptor nos termos do artigo XV deste.

EM FÉ DO QUE os abaixo assinados, devidamente autorizados para o efeito, assinaram o presente Acordo em dois exemplares originais, nas línguas inglesa e chinesa.
