第23/2010號行政長官公告
按照中央人民政府的命令，行政長官根據澳門特別行政區第3/1999號法律第六條第一款的規定，命令公佈菲律賓共和國與中華人民共和國就菲律賓共和國在中華人民共和國澳門特別行政區設立總領事館達成協議（以下簡稱協議）以換文方式分別於二零零零年九月十二日作出之通知的英文正式文本及相應的中、葡文譯本，以及於二零零零年九月二十五日作出之通知的中文正式文本及相應的葡文譯本。
上述協議自二零零零年九月二十五日起生效。
二零一零年九月三十日發佈。

Note of the Republic of the Philippines, dated 12 September 2000

The Embassy of the Philippines presents its compliments to the Ministry of Foreign Affairs of the People’s Republic of China and has the honor to confirm, on behalf of the Government of the Republic of the Philippines, that the Government of the Republic of the Philippines and the Government of the People’s Republic of China, with common desire to further develop the friendly relations between the two countries, have, through friendly consultations, reached an agreement on the establishment of a Consulate General of the Republic of the Philippines in the Macao Special Administrative Region.
1. The Government of the People’s Republic of China agrees to the establishment by the Government of the Republic of the Philippines of a Consulate General in the Macao Special Administrative Region, with the Macao Special Administrative Region as its consular district.
2. The total number of home-based consular officials and staff members for the Philippine Consulate General in the Macao Special Administrative Region shall not exceed twelve. Any increase in the number shall be decided upon through diplomatic channels by the two sides.
3. In keeping with the Vienna Convention on Consular Relations of 24 April 1963 and the relevant laws and regulations of the People’s Republic of China, the Government of the People’s Republic of China shall provide the necessary assistance in the establishment of the Philippine Consulate General in the Macao Special Administrative Region.
4. Any problems that may occur in consular relations between the two countries shall be solved, on the basis of reciprocity, through friendly consultations between the two sides, in accordance with international practice as well as international law, including the Vienna Convention on Consular Relations of 24 April 1963.
If the above points are confirmed by the Ministry of Foreign Affairs on behalf of the Government of the People’s Republic of China in a Note in reply, this Note and the Note in reply shall constitute an agreement between the Government of the Republic of the Philippines and the Government of the People’s Republic of China, to take effect on the date of the Note in reply.

菲律賓共和國二零零零年九月十二日照會

菲律賓共和國駐華大使館向中華人民共和國外交部致意，並謹代表菲律賓共和國政府確認，菲律賓共和國政府和中華人民共和國政府，本着進一步發展兩國友好關係的共同願望 ，通過友好協商，就菲律賓共和國在澳門特別行政區設立總領事館達成協議如下：
一、中華人民共和國政府同意菲律賓共和國政府在澳門特別行政區設立總領事館，領區為澳門特別行政區。
二、菲律賓派駐澳門特別行政區總領事館的本國領事官員和工作人員總數不得超過十二人。如需增加人員應由雙方通過外交途徑協商決定。
三、中國政府將根據一九六三年四月二十四日《維也納領事關係公約》及中華人民共和國有關法律和規定，為菲律賓在澳門特別行政區設立總領事館和提供必要的協助。
四、兩國領事關係中可能出現的任何問題，將由雙方在對等的基礎上，根據國際慣例及國際法包括一九六三年四月二十四日《維也納領事關係公約》，通過友好協商解決。
上述內容如蒙外交部代表中華人民共和國政府覆照確認，則本照及覆照將構成菲律賓共和國政府與中華人民共和國政府之間的協議並自覆照之日起生效。

中華人民共和國外交部向菲律賓共和國駐華大使館致意，並榮幸地收到大使館第383/2000號照會，內容如下：
“菲律賓共和國駐華大使館向中華人民共和國外交部致意，並謹代表菲律賓共和國政府確認，菲律賓共和國政府和中華人民共和國政府，本着進一步發展兩國友好關係的共同願望，通過友好協商，就菲律賓共和國在澳門特別行政區設立總領事館達成協議如下：
一、中華人民共和國政府同意菲律賓共和國政府在澳門特別行政區設立總領事館，領區為澳門特別行政區。
二、菲律賓派駐澳門特別行政區總領事館的本國領事官員和工作人員總數不得超過十二人。如需增加人員應由雙方通過外交途徑協商決定。
