葡萄牙共和國政府與中華人民共和國政府以換文方式就葡萄牙共和國在中華人民共和國澳門特別行政區設立總領事館達成協議。按照中央人民政府的命令,行政長官根據澳門特別行政區第3/1999號法律第六條第一款的規定,命令公佈葡萄牙共和國政府照會的葡文正式文本及相應的中、英文譯本,以及中華人民共和國政府照會的中文正式文本及相應的英文譯本。
上述協議自一九九九年十二月二十日起生效。

The Embassy of the Republic of Portugal in China presents its compliments to the Ministry of Foreign Affairs of the People’s Republic of China and would like to propose, on behalf of the Government of the Republic of Portugal, in implementation of the Annex 1 of the Joint Declaration of the Government of the Republic of Portugal, and the Government of the People’s Republic of China on the question of Macao, done at Beijing on 13th April 1987, whereby it is provided that the Republic of Portugal may establish a Consulate-General in the Macao Special Administrative Region, and proceeding from the common desire further to develop friendly relations and strengthen consular relations between the two countries, that the Governments of the Republic of Portugal, and of the People’s Republic of China hereby agree on the establishment of a Portuguese Consulate-General in the Macao Special Administrative Region as follows:
1. The Government of the People’s Republic of China agrees that the Government of the Republic of Portugal may establish a Consulate-General in Macao with the consular district comprising the Macao Special Administrative Region.
2. The Consulate-General of the Republic of Portugal in the Macao Special Administrative Region shall exercise its consular functions and enjoy the corresponding facilities, privileges and immunities within the limits of the Vienna convention on consular relations done on 24th April 1963 and the relevant laws and regulations of the People’s Republic of China, including the laws and regulations of the Macao Special Administrative Region.
3. The like exemption from dues and taxes as shall be accorded to the premises of the Consulate-General shall be accorded to the residence of a consular officer of which the Government of the Republic of Portugal, or any person acting on its behalf, is the owner or lessee.
4. The Government of the People’s Republic of China will, in accordance with the Vienna Convention on Consular relations and the relevant laws and regulations of the People’s Republic of China, provide necessary assistance and facilities to the Consulate-General of Portugal in the Macao Special Administrative Region in the exercise of its consular functions.
5. The two sides shall properly handle consular matters Between them in the spirit of friendly consultations, and in accordance with the Vienna Convention on Consular Relations and international practice.
If the above points are confirmed by a reply note of the Ministry of Foreign Affairs on behalf of the Government of the People’s Republic of China the present note and the reply note of the Ministry of Foreign Affairs shall form an agreement between the two Governments and shall enter into force as from 20th December 1999.
The Embassy of the Republic of Portugal avails itself of this opportunity to renew to the Ministry of Foreign Affairs the assurances of its highest consideration.

二、葡萄牙共和國駐澳門特別行政區總領事館應在1963年4月24日(維也納領事關係公約)和中華人民共和國有關法律和規定,包括澳門特別行政區法律和規定的範圍內 執行領事職務並享有相應的便利、特權與豁免。
三、以葡萄牙共和國政府或代表葡萄牙共和國政府的任何人為房主或承租人的領事館官員住宅將享有與總領事館館舍同樣的免稅待遇。
四、中華人民共和國政府將根據(維也納領事關係公約)及中華人民共和國有關法律和規定,為葡萄牙駐澳門特別行政區總領事館執行領事職務提供必要的協助和便利。
五、雙方將本着友好協商的精神,根據(維也納領事關係公約)和國際慣例,妥善處理兩國間的領事事務。
上述內容,如蒙外交部代表中華人民共和國政府覆照確認,本照會和外交部的覆照即構成葡萄牙共和國政府與中華人民共和國政府之間的一項協議,並自1999年12月20日 起生效。

“葡萄牙共和國駐華大使館向中華人民共和國外交部致意,並謹代表葡萄牙共和國政府建議,為執行一九八七年四月十三日在北京簽訂的《葡萄牙共和國政府和中華人民共和國政府關於澳門問題的聯合聲明》附件一中‘葡萄牙共和國可在澳門特別行政區設立總領事館’的規定,從進一步發展兩國友好關係和加強兩國領事關係的共同願望出發,葡萄牙共和國政府與中華人民共和國政府就葡萄牙共和國在中華人民共和國澳門特別行政區設立總領事館問題達成協議如下:
