鑑於中華人民共和國已於二零零三年四月二十二日通知作為《萬國郵政聯盟組織法》及其附加議定書的保管實體的萬國郵政聯盟國際局局長，《萬國郵政聯盟組織法》一九六九年、一九七四年、一九八四年、一九八九年和一九九四年的附加議定書適用於澳門特別行政區；
行政長官根據澳門特別行政區第3/1999號法律第六條第一款的規定，命令公佈中華人民共和國於二零零三年四月二十二日作出之通知書。該通知書與送交保管實體的文本相符的英文本，以及有關的中、葡文譯本附於本公告。

In accordance with Article 138 of the Basic Law of the Macao Special Administrative Region of the People's Republic of China, the application to the Macao Special Administrative Region of international agreements to which the People's Republic of China is a member or becomes a party shall be decided by the Central People's Government, in accordance with the circumstances and needs of the Region, and after seeking the views of the government of the Region.
After seeking the views of the government of the Macao Special Administrative Region, the Government of the People's Republic of China has decided that the Additional Protocols to the Constitution of the Universal Postal Union, which were adopted successively in 1969, 1974, 1984, 1989 and 1994, are applicable to the Macao Special Administrative Region of the People's Republic of China. “（...）根據《中華人民共和國澳門特別行政區基本法》第一百三十八條的規定，中華人民共和國締結或將參加的國際協議，中央人民政府可根據澳門特別行政區的情況及需要，在徵詢澳門特別行政區政府的意見後，決定是否適用於澳門特別行政區。
經徵詢澳門特別行政區政府意見，中華人民共和國政府決定，《萬國郵政聯盟組織法》1969年、1974年、1984年、1989年和1994年的附加議定書適用於中華人民共和國澳門特別行政區（...）”
