Publicação do Acordo sobre a Dispensa de Vistos entre o Governo da Região Administrativa Especial de Macau da República Popular da China e o Governo do Estado Independente de Samoa

O Chefe do Executivo manda publicar, nos termos do n.º 1 do artigo 6.º e da alínea 2) do artigo 5.º da Lei n.º 3/1999 da Região Administrativa Especial de Macau, o Acordo sobre a Dispensa de Vistos entre o Governo da Região Administrativa Especial de Macau da República Popular da China e o Governo do Estado Independente de Samoa.

AGREEMENT BETWEEN THE GOVERNMENT OF THE MACAO SPECIAL ADMINISTRATIVE REGION OF THE PEOPLE'S REPUBLIC OF CHINA AND THE GOVERNMENT OF THE INDEPENDENT STATE OF SAMOA ON MUTUAL EXEMPTION OF VISA REQUIREMENTS

The Government of the Macao Special Administrative Region of the People's Republic of China and The Government of the Independent State of Samoa (hereinafter referred to as the two Contracting Parties), with a view to developing friendly relations, promoting trade and economic development and facilitating personnel exchanges between the Macao Special Administrative Region of the People's Republic of China and the Independent State of Samoa, have, through friendly consultations, reached agreement on mutual exemption of visa requirements between the two contracting parties as follows:

Article I

Citizens of the People's Republic of China, who hold valid passports or travel permits of the Macao Special Administrative Region of the People's Republic of China and hold return or onward tickets, shall be exempted from visa requirements for entry into, exit from or transit through the territory of Samoa, and the duration of stay shall not exceed 30 days. Citizens of Samoa, who hold valid passports of Samoa (including the accompanying persons who share the same passports) and hold return or onward tickets, shall be exempted from visa requirements for entry into, exit from or transit through the territory of the Macao Special Administrative Region of the People's Republic of China, and the duration of stay shall not exceed 30 days.

Article II

1. The citizens of the People's Republic of China and the citizens of Samoa and referred to in Article I shall abide by the relevant laws and regulations of the other Contracting Party during their stay in its territory.

2. The citizens of the People's Republic of China and the citizens of Samoa referred to in Article I shall go through the relevant procedures in accordance with the regulations of the competent authorities of the other Contracting Party for stay in its territory if such a stay would exceed the valid period of visa exemption.

Article III

This Agreement does not restrict the right of the Government of the Macao Special Administrative Region of the People's Republic of China and the Government of Samoa to prohibit personae non grata or unacceptable persons of the other Contracting Party from entering its territory or to terminate their stay in its territory without citing reasons therefor.

Article IV

Either Contracting Party may temporarily suspend the implementation of this Agreement partly or wholly on grounds of national security, social order and public health. However, the other Contracting Party shall be notified in advance of such suspension of the Agreement and its subsequent release, and the suspension and release shall enter into force on the date of receipt of that notice by the other Contracting Party.

Article V

1. The two Contracting Parties shall complete the exchange of samples of their passports and travel permits referred to in Article 1 within 30 days of the signing of this Agreement.

2. Either Contracting Party, in case of any change of the forms of the said passports or travel permits, shall inform the other Contracting Party, 30 days in advance and furnish it with samples of new passports or travel permits.

Article VI

1. This Agreement shall enter into force on 28 August 2000.

2. This Agreement shall remain valid for an indefinite period of time. If either Contracting Party wishes to terminate this Agreement, it shall notify the other Contracting Party in writing. This Agreement shall cease to be effective on the ninetieth day after the date of that notice.

3. Additional clauses or amendments to this Agreement may be made, as appropriate, by the two Contracting Parties after consultations.

Done in Macao on 28 August 2000 in duplicate in the Chinese and English Languages, both texts being equally authentic.
