鑑於中華人民共和國已於一九九九年十二月九日通知作為一九六七年一月二十七日於倫敦、莫斯科及華盛頓簽署一式三份的《關於各國探索和利用包括月和其他天體在內外層空間活動的原則條約》保管實體之美利堅合眾國政府，有關條約將繼續在澳門特別行政區適用；

行政長官根據澳門特別行政區第3/1999號法律第六條第一款，命令公佈中華人民共和國作出的有關通知書。該通知書的英文本，以及有關的中文譯本及葡文譯本附同於本公告。

Notification

"(...) In accordance with the Joint Declaration of the Government of the People's Republic of China and the Government of the Republic of Portugal on the Question of Macao signed on 13 April 1987, the Government of the People's Republic of China will resume the exercise of sovereignty over Macao with effect from 20 December 1999. Macao will, with effect from that date, become a Special Administrative Region of the People's Republic of China and will enjoy a high degree of autonomy, except in foreign and defence affairs which are the responsibilities of the Central People's Government of the People's Republic of China.

In this connection, I am instructed by the Minister of Foreign Affairs of the People's Republic of China to inform Your Excellency of the following:

The Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies, done on 27 January 1967 (hereinafter referred to as the Treaty) to which the Government of the People's Republic of China deposited its instrument of accession on 12 January 1984, will apply to the Macao Special Administrative Region with effect from 20 December 1999.

The Government of the People's Republic of China will assume the responsibility for the international rights and obligations arising from the application of the Treaty to the Macao Special Administrative Region. (...)"

“（…）根據一九八七年四月十三日簽署的《中華人民共和國政府和葡萄牙共和國政府關於澳門問題的聯合聲明》，中華人民共和國政府將於一九九九年十二月二十日對澳門恢復行使主權。自該日起，澳門將成為中華人民共和國的一個特別行政區，除外交和國防事務屬中華人民共和國中央人民政府管理外，享有高度自治權。

為此，我奉中華人民共和國外交部長之命通知如下：

中華人民共和國政府於一九八四年一月十二日交存加入書的、於一九六七年一月二十七日簽署的《關於各國探索和利用包括月和其他天體在內外層空間活動的原則條約》（以下簡稱“該條約”），自一九九九年十二月二十日起將適用於澳門特別行政區。

因該條約適用於澳門特別行政區所產生的國際權利和義務將由中華人民共和國政府承擔。（…）”

"(...) De acordo com a Declaração Conjunta do Governo da República Popular da China e do Governo da República Portuguesa sobre a Questão de Macau, assinada em 13 de Abril de 1987, o Governo da República Popular da China reassumirá o exercício da soberania sobre Macau com efeito a partir de 20 de Dezembro de 1999. Macau tornar-se-á com efeito a partir dessa data uma Região Administrativa Especial da República Popular da China e gozará de um alto grau de autonomia, excepto nos assuntos das relações externas e da defesa, que são da responsabilidade do Governo Popular Central da República Popular da China.

Neste âmbito, fui instruído pelo Ministro dos Negócios Estrangeiros da República Popular da China para informar Vossa Excelência do seguinte:

O Tratado sobre os Princípios que Regem as Actividades dos Estados na Exploração e Utilização do Espaço Exterior, incluindo a Lua e Outros Corpos Celestes, assinado em 27 de Janeiro de 1967 (de ora em diante designado por Tratado), cujo instrumento de adesão do Governo da República Popular da China foi depositado em 12 de Janeiro de 1984, aplicar-se-á na Região Administrativa Especial de Macau, com efeito a partir de 20 de Dezembro de 1999.

O Governo da República Popular da China assumirá a responsabilidade pelos direitos e obrigações internacionais decorrentes da aplicação do Tratado na Região Administrativa Especial de Macau. (...)"
